





ACCOMPLISHMENTS
Oregon
Shortline Railroad Association – Passage
of Connect Oregon for multimodal freight funding and increased
investment in the state Rail Rehabilitation Fund.
Oregon
Ports Group - Establishing a program to fund
the clean-up of derelict and abandoned vessels; creating the
Oregon Freight Advisory Committee within the Oregon Department
of Transportation; passage of the Connect Oregon multimodal
freight project funding program; maintaining funding for rural
infrastructure and port programs; maintaining a Ports Division
within the Oregon Economic & Community Development Department,
despite the objections of the agency.
Oregon
Juvenile Department Directors Association -
Support of the legislative package developed and proposed by
the Oregon Law Commission’s Juvenile Code Revision Work
Group; advocating for Juvenile Crime Prevention Funding through
the State CCF (formerly through the Criminal Justice Commission);
advocating for funding for Oregon Youth Authority closed custody
beds.
Seattle
NW Securities - Improvement to statutes governing
issuance of debt by public jurisdictions, including bonding
for PERS liabilities.
Oregon
Association of Area Agencies on Aging & Disabilities
– In an interim where budgets were tighter than ever before,
Palmateer has been able to move budget issues at the Emergency
Board for this client in the daunting area of human services
funding. This has resulted in major legislative wins for increased
funding to programs throughout all counties of the state and
impacts thousands of Oregonians. During the 2005 Legislative
session, Ms. Palmateer worked to advance budget goals from state
agencies to increase overall allocations to entities represented
by the Association. Work also included passage of significant
bills to create dedicated and protected funding for programs,
statute changes to better reflect the needs of the client, and
recognition of the client as an expert and leader in their content
field.
County
Veterans Service Officers – In the 2005
Legislative session, the CVSO’s sought dedicated funding
to support the high number of military personnel returning from
the wars in the Middle East. Through Senate bill passage, a
dedicated stream of funding was directed to the counties for
the purposes of serving their veterans at the local level.
Friends
of the Children – During the 2001 Legislative
session, when no new community programs were realizing state
funding, Ms. Palmateer worked to ensure passage of an appropriation
to put this non-profit program into new cities throughout the
state. This legislative negotiation resulted in similar funding
at the Federal level following the state win.
